| 64.1 |
Executive national government |
|
| |
The executive and national power of The One Faith shall be vested in an executive government comprising the Cardinal and the National Board of Directors (the Board). |
|
| 64.2 |
Cardinal |
|
| |
The Cardinal is the supreme national leader of The One Faith, its national representative to the world. The office of the Cardinal is the highest national elected office of The One Faith and at all times should be considered with the greatest dignity and respect. |
|
| |
It is from one of the Cardinal come our great Messiah to represent the whole as one. They are our most respected, our most esteemed, our most holy. |

Power of the Cardinal |
|
| |
By virtue of this constitution and covenant, the Cardinal of a nation is vested with executive authority to manage the needs and affairs of The One Faith for their nation through the selection or dismissal of wise counsel in the form of their National Board of Directors, the agencies, officials and administration of the national government. |
|
| |
The Cardinal shall have the authority of official spokesman for the word of The One Faith for the nation during their time of office and all faithful must obey his command. |
|
| |
The Cardinal shall have the authority over all agencies and National Directors as Chairman of the National Board of Directors. As Chairman of the National Board of Directors, the Cardinal may choose to overrule motions of the Board and select the agenda and minutes of the Board meetings. |
|
| |
The Cardinal shall have the power by and with the advice and consent of the National Council to make statements of faith that once accepted may then become the basis of new national law. |

Ceremonial and Spiritual Power of Cardinal |
|
| |
By the authority of this Constitution, by its blessed conjoining with Article 138 of the Holy Constitution of One Heaven and by the power and authority given under Clause 138.2 through the ceremony of Supreme Instantiation of the Powers and Authority of Cardinal, a Cardinal shall have the following real ceremonial and spiritual authorities: |

(i) The Cardinal shall themselves become a most Holy Instrument of Power, a Holy Person of high spiritual importance, a living embodiment of the new Covenant between Heaven and Earth, between Earth and Nation; and |
|
| |
(ii) When a Cardinal speaks in regards to the holy scripture of One Faith of God, it shall be recognized as having authority within their Nation; and |
|
| |
(iii) A Cardinal shall have the spiritual authority to perform the sacred ceremony of Supreme Blessing of the Body of the Nation, upon their Nation; and |
|
| |
(iv) A Cardinal shall have the spiritual and legal authority to Seal a Deed of Supreme National Sovereignty granted to any Nation that joins as a State Member of One Faith of God; and |
|
| |
(v) A Cardinal shall have the spiritual and legal authority to perform the official ceremony of Supreme Blessing of the Executive upon the appointment of a new Head of State of the Nation; and |
|
| |
(vi) A Cardinal shall have the spiritual authority to perform national cleansings, so that what he decrees on Earth shall be bound in heaven and the spirit world of all spiritual energy that has ever existed for the Nation; and |
|
| |
(vii) A Cardinal shall have the spiritual authority to perform exorcisms, so that what he decrees authority over disruptive spirits they shall be bound in heaven and the spirit world commanding all of all the spiritual energy that has ever existed for the Nation; and |
|
| |
(viii) A Cardinal shall have the spiritual authority to perform bindings so that what is decreed as bound on Earth in regards to justice and equity shall be bound in heaven and the spirit world by the power of all the spiritual energy that has ever existed for the Nation. |

The Cardinal as an living instrument of power |
|
| |
By the very definition of the role, the Cardinal is the purest form of teacher and guide. It is for the value of the message and the discourse of knowledge. It is not for the closing or entrapment of mind, but the freeing of the chains that make us believe we are less. |
|
| |
The Cardinal embodies the very covenant of this Constitution and as such each Cardinal represents in themselves and their role an instrument of power- a living national embodiment of this constitution. |

Instantiation (creation) of Cardinal |
|
| |
A person is not deemed an Cardinal, nor holding the powers of Cardinal until they have undergone the official ceremony of Supreme Instantiation of the Powers and Authority of Cardinal. |
|
| |
This ceremony represents one of the most important and powerful official ceremonies of One Faith of God as it is through this ceremony that the authority of God, of One Faith of God and of the great prophets and saints is bestowed upon the new Cardinal. |
|
| |
It is through the ceremony of Supreme Instantiation of the Powers and Authority of Cardinal that the ceremonial and real spiritual powers of an Cardinal are bestowed. |
|
| 64.7 |
Qualification of Cardinal |
|
| |
By the authority of this Constitution, only a person meeting all of the following criteria shall be permitted to stand for election to the office of Cardinal: |
|
| |
(i) Currently holds the position of a (permanent) Rabbi, or is a Priest nominated by majority vote of a Regional Council to stand as a candidate for office of Cardinal; and |
|
| |
(ii) Is aged between 35 and 70; |
|
| |
(iii) Has had their primary residence in the Nation for which they seek election for at least twelve (12) months |
|
| |
A person who fails one or more of these qualifications shall be ineligible to stand for election to the office of Cardinal. |
|
| 64.8 |
Term of Cardinal |
|
| |
The Cardinal shall hold their Office during the term of six (6) years and be elected by national election following the procedures for general and national elections contained in this constitution. |
|
| |
All citizens of The One Faith in a nation may vote for the election of the Cardinal through secret ballot. The organisation of the election process shall be handled by the National Director for Fair Elections of The One Faith. |

| 64.9 |
Temporary Cardinal |
|
| |
Prior to the first official elections for National Senate and Cardinal, a person may be appointed to the position and honor of Temporary Cardinal. |
|
| |
There are two conditions under which a person is permitted to be appointed to the position of Temporary Cardinal: |
|
| |
(i) An existing and recognized national spiritual leader of Christianity or Judaism is invited and accepts the office of Temporary Cardinal under the articles of this Constitution; or |
|
| |
(ii) a Temporary National Senate is formed under the articles of this Constitution and a permanent or temporary Priest is elected to such a position by a vote of at least six temporary or permanent Priests from that Nation. |

| 64.10 |
Dissolution of position of Temporary Cardinal |
|
| |
The office of Temporary Cardinal dissolves under one of two conditions: |
|
| |
(i) The first official elections for National Senate and Cardinal according to the articles of this Constitution are held; |
|
| |
(ii) The Temporary National Senate is not approved to a permanent National Senate and its status is disbanded. |
|
| |
Under either conditions, the person holding the office of Temporary Cardinal must relinquish all effective control. Failure to do so within fourteen (14) days of notice shall be grounds for automatic expulsion as a member. |
|
