Supreme objects
 
  Article 54- The Supreme Council  
54.1 General  
  1. Legislative power  
  All legislative Powers of The One Faith of God shall be vested in a Supreme Council (The Council), which shall consist of one house– a Council. The Supreme Council shall be made up of the Cardinals, the elected representatives of all national councils (national council) and their national members of The One Faith of God.
 
  The Supreme Council shall be composed of: one (1) Cardinal for each Nation, the three (3) heads of the Sacred Orders of Austerity, Wisdom and Life, the members of the Supreme Board of One Faith and two (2) Supreme Councillors chosen by the Living Members of Local Assemblies.  
  Supreme Councillors shall be appointed for a term of twelve (12) years corresponding to the fixed terms of the Supreme Executive.  
  2. Parliamentary sessions  
  Excepting a Great Conclave year, every year there shall be one session of fixed days whereby members of the Supreme Council are summonsed to attend.
 
  A day within a session when members of the Council are summonsed to sit in Parliament shall be called a Sitting Session Day. And there shall be 40 session sitting days.
 
  And it shall be by this document and the blessing of its conjoining to the Constitution of One Heaven that when the Supreme Council of One Faith of God is in session on Earth, so too is the Supreme Council of Saints in Heaven.  
  And just as on Earth, the faithful council representatives seek to represent the needs and wishes of the faithful, it shall be by the blessed constitution of One Heaven that the saints of all humanity shall seek to guide and help the Supreme Council of One Faith of God.  
  And so it shall therefore be known by this constitution, that the session of the Supreme Council of One Faith of God is a most blessed event and that all the faithful should pray for the guidance of members.  
  3. Supreme Election Year  
  During a year in which the Supreme General Election is to be called, the Parliament shall not sit more than fourteen Session Days. The last session Day of Parliament shall be the date of its Dissolution.
 
  4. Life of Supreme Council  
  Council shall exist for a fixed period of twelve (12) years before being dissolved ahead of Supreme Elections for a new Council.
 
  5. Dissolution of Parliament  
  The Supreme Council shall be dissolved every twelve (12) years following that last day of the Session of Parliament.
 
  The instrument of dissolution shall be three writs issued by The Messiah :  
  (1) To the leaders of the Supreme Council ordering the chambers be sealed until a new Supreme Council is elected.
 
  (2) To the Blessed ordering the government to institute caretaker provisions which forbids the appointment of any new positions, the announcement of any new projects or the commissioning of any new expenditure.
 
  (3) To the supreme director of the Fair Election Commission of The One Faith requiring the commencement of Supreme Election provisions for the conduct of a Supreme Election to elect a new Executive Government and Supreme Council.
 
  6. Date of Supreme Election  
  Supreme Elections shall be held once every twelve (12) years corresponding to the anniversary date of the 1st Supreme Council elections allowing 40 days prior to the date of the election for the official campaign period.
 
  7. Formation of new Parliament  
  The formation of a new Supreme Council shall occur within 14 days after the Supreme Election day following the count and verification of all votes.
 
  The instrument of formation of a new Supreme Council shall be three declarations from the Supreme Director of the Fair Election Commission of The One Faith:
 
  (1) To each successful candidate for election to the Supreme Council confirming their validity as the rightful representative of their constituency;
 
  (2) To the successful candidate for election as The Messiah and the confirming their validity as the rightful executive to form government;
 
  (3) To the caretaker Messiah that the election result has been verified and that writs to summons successful candidates to be sworn into Parliament and form the new Executive must now be issued.
 
  Upon receipt of the declaration, the caretaker Messiah shall be required to issue writs within seven (7) days for the summonsing to Parliament of successful candidates to form the new Parliament and Executive.
 
  8. Quorum  
  The minimum number of members (quorum) required to be present within the chamber of a Supreme Council to permit the full exercise of its powers shall be one third the total number of members of that house.
 
  The Supreme Council shall not be permitted to undertake procedures that require a quorum if the total number of members in that House is not equal or greater to the quorum.
 
  9. Voting  
  Voting in the Supreme Council shall be by open vote expressed as either Yes or No to the proposition before the chamber.
 
  Voting shall always require a quorum and shall follow the standard procedures listed in this Constitution.
 
  Total votes shall be tallied as either Yes, or No to the proposition expressed by the Bill. A higher total number of Yes votes to No votes shall deem the Bill or proposition has been passed. A higher total number of No votes to Yes votes shall deem the Bill or proposition has been defeated.
 
  The record, attendance and vote of all members of the Supreme Council shall be recorded on the public record.
 
  10. Maximum term of Supreme Councillor  
  A Supreme Councillor who is not a Cardinal, having been elected directly by the Living Members of Local Assemblies shall be permitted to stand a maximum of two (2) terms of office. Thereafter they shall be ineligible for election.  
54.2 The Supreme Council  
  1. Construction of Supreme Council  
  The Supreme Council shall be composed of: one (1) Cardinal for each Nation, the three (3) heads of the Sacred Orders of Austerity, Wisdom and Life, the members of the Supreme Board of One Faith and two (2) Supreme Councillors chosen by the Living Members of Local Assemblies with each member of The Supreme Council having one vote.
 
  Members of the Supreme Council shall be elected by registered voters in their Nations for a term of twelve (12) years corresponding to the cycle of Supreme Elections.
 
  2. Power of the Supreme Council  
  Vested by the Constitution, the Supreme Council shall have the power to create new bills and amend the existing Codes of Law of The One Faith into bills for review. Upon a majority vote of Quorum of the Supreme Council and the approval and Official Seal of the Messiah, such amendments and new laws shall become part of the Codes of Law of One Faith of God.
 
  The Supreme Council shall also have the power to create new budgets for expenditure and financial management of The One Faith as well as to review the appointments of any person by the executive to a permanent position prescribed by this Constitution.
 
  The Supreme Council shall also have the power to Veto any endorsed vote within a Nation for the election to official Title of a Saint or Ascended Master and undertake a disindorsement procedure for de-listing, excluding those properly elected to active Official Position under the Great Conclave.  
  The Supreme Council shall also have the power to Veto any nomination to the Supreme Court of One Faith by the Messiah, but may not veto any nominee submitted more than twice by the Messiah.  
  The Supreme Council also has vested by this Constitution the power to commission a Supreme Inquiry for the investigation of a terms of reference of inquiry into any part or function of One Faith of God, including the calling of any member or official of One Faith to give evidence before the inquiry.  
  The Supreme Council also has vested by this Constitution the power to commission a Supreme Impeachment for the forced removal of any elected official from the Messiah to any position within any branch of government of One Faith of God.
 
  3. Office of Speaker of The Supreme Council (House Speaker)  
  Responsibility for good conduct and control of the Supreme Council and the scheduling of business within the chamber shall be vested in the Office of Speaker of the Supreme Council (The Speaker).
 
  The Speaker of the Supreme Council shall be an independent role, free from political party preferences. The candidate shall be elected by new Council members themselves on the first day of sitting of the new parliament after a Supreme Election.
 
  5. Supreme Council session length  
  The total length of a Supreme Council session shall be determined by The Speaker and shall not be permitted to exceed 30 Sitting Session Days.
 
  6. Supreme Council attendance
 
  The Speaker shall be responsible for the issuing of summons to individual Supreme Council members for their attendance to Parliament.
 
  Excepting special leave granted by the Speaker due to matters of security, health or extended personal matters, all members of the Supreme Council shall be required to attend the Sitting Session Days as listed in the summons.
 
  Failure of a member of The Supreme to attend six (6) or more Session Sitting Days shall be deemed a failure to discharge the duties of their office and the The Speaker shall be responsible for immediately initiating an Council Expulsion Motion.
 
54.3 1st Supreme Council  
  The first Supreme Council shall be elected according to the rules of elections stated within this Constitution and Codes of Law at least thirty days prior to the Offical Date of Independence (Independence Day) of One Faith of God upon the handover of temporary authority from UCADIA.  
54.4 Permanent Supreme Council Facilities  
  Once the 1st Supreme Council has been elected, its primary goal is to first establish a suitable permanent, exclusive and central International assembly to facilitate international gatherings and official ceremonies.  
  This facility shall always represent the international headquarters for One Faith of God.  
  The second goal of the Supreme Council is to establish suitable permanent facilities for the provision of essential international services including and not restricted to: health, education,pilgrimages, membership, information and social services.  
54.5 Selection and location of Permanent Supreme Council Facilities  
  The location of permanent Supreme Council facilities shall represent the largest city in a nation of a Geographic Union of States, including Arabia, Asia, Africa, Americas, Euro and Oceania having the largest number of Permanent Local Assembly and living Members.  
  If two or more Geographic Union areas hold equal proportions of assembly and living members, then a ballot shall be drawn to select the most suitable location.  
  A review of permanent Supreme Council facilities is permissable every forty (40) years, or earlier if required by primary function to maintain such facilities.
